Safari runs on OS X 10.2 and later. Considering 60% of Mac users are still on OS 9 (what are they thinking?) and perhaps half of the X users are on 10.1, you get a very small number running Safari.

Also, OS X is still delivered with IE, so maybe quite a few still use that.

It'll be quite some time before Safari represents Mac users on the 'net.
