Difficult to understand the point
Writing a DBMS in Java is a little bit like seeing a dog walking on its hind legs, it isn't that it does it well that is noteworthy, more than it can do it at all.

Aside from that Apache Derby looks like just another SQL DBMS, so we can dismiss their claims about being "relational" out of hand.
