I sincerely hope you are mistaken...

But unfortunately, I am unable to say with conviction that you are.

I do believe that supplementing their staffed programmers with the open source community is an excellent idea. But replacing them? Bad idea.

The best reason to have paid programmers on staff working on F/OSS is that you control the direction in which it goes. Sure, you can and will get help outside your own walls, but the point of F/OSS is that you can pick and choose which ideas work best for you, and then run with it. A organization with a direction that employs 100 F/OSS developers will be sure all be on the same page, a group of 100 random volunteerers cannot be. By relying on outside free software, they can't run with a good idea, they can only sit back and hope it develops to fit their needs on its own, depending on programmers who may orr may not be on the same page. You have to be fully immersed in F/OSS if you want to succeed in it, you can't just leech.
