Microsoft Employees Know
The "secrets" of WinXP SP3 are known to all the employees and contractors in Windows Serviceability, the Microsoft group responsible for Windows patches, hot fixes, security fixes, general distribution releases, and service packs. Any one of those employees or contractors could leak this information to the general public as an anonymous source.

Of course, that information would have to be fairly detailed to be of any use. Just knowing the name of a bug fix isn't going to help you much. You also need to know the details of the problem as well as the proposed solution.

I question the overall usefulness of the site. Service Packs are generally just the bundling of bug fixes without any new features. (XPSP2 was an anomaly in this regard with all the security enhancements.) Therefore, if you keep on top of all the new bug fixes since the last service pack, you know the majority of the fixes that will go into the next service pack.
