These statements are about as causally unrelated as you can get.

Before we get all excited about where Linux developers are, let's try to be realistic about how many there are. If a large percentage of the tech workforce is actually developing an OS, the whole preise of automation is out of kilter.

I have a suggestion. What is the total Microsoft development workforce? Since this will include a number of other project/products, let's just use that as a practical number of workers that could be employed productively on an OS - beyond some point, the coordination problem outweighs the contribution of the next worker.

Okay, take that as an outside number of workers that could lose their jobs if all of Linux development moved offshore. Ain't gonna happen, but use the number. We don't want to lose even that many, but it is not going to make a decimal percent one way or the other on U.S. tech jobs.

Find something else to argue about.
