You are not compelled to pay a per-seat license for RHEL. You may download, install, configure and support the free versions of this product yourself on as many systems as you please.

What you must pay a license for is each seat you want supported by Red Hat. This is as it should be, as any support they render to you is a service which generates revenue for them and provides you with the support you need to keep your systems running optimally.

You could conceivably copy RHEL to your heart's content and install it on any number of machines (it's still distributed under the GPL), but don't expect Red Hat to support such copies for free.

The only conditions under which I would expect the "software police" (nominally the U.S. Secret Service) to show up is if someone fraudulently obtained support for such a copy of RHEL by misrepresenting the number of seats registered or some such dodge.

This has caught my interest, and I intend to go browse the Red Hat site with an eye to ensuring that they are still in compliance with the GPL in this respect, as it seems to be generating quite a lot of concern. Persons with a genuine interest should do the same. After all, Red Hat is now a publicly traded corporation, and that can, indeed, cause an otherwise intelligent organization to act very stupidly - witness SCO's madness.
