All consultants (even dependent) work like that
I signed many papers, but simply ignore them as they are scare for fearful people... not to me.
How do you plan to enforce non-compete for someone with particular professional expertise? That any reasonable (and I am aware that there arre non-reasonable and biased courts available in the USA) is going to throw away (fortunatelly I can just leave the country that I am not citizen of). Just imagine a scientist transferring to another university or lab. So should he/she restart his/her work in another area? Of course he/she cannot use results from former employeer, but that's just about it. What is in mind stays there. If system of country does not allow for even that that get a transfer to lab abroad. Law works on certain territory... but one can try to extradite if it is worth to put dent on reputation of its own either.

To be honest, consultants are bound only to return documents and that includes professional hand writing notes. Other than that... guess what. Similarily many employees. I know, I know hiena... pardon me... corporate lawyer just waits.
