Didn't stick to the plan
Actually, they couldn't stick to the plan. Microsoft sandbagged them with contract terms IBM had not paid sufficient attention to in the beginning, which gave MS veto power over many of the things IBM would have liked to do, such as support of the full Win32 API. They were also able to restrict what IBM could do with HPFS. IBM's biggest mistakes were all made in their earlier contracts. By '93, it was too late to correct.
