It's not an alternative
It fits the niche between using Access and SQL sever. You know the point where you need a little more horsepower than Access provides but the project doesn't warrant spending the amount of cash that an Oracle or MSSQL solution would provide as you don't need that level of horsepower.

MYSQL is like the Sports car with the 6 Cyl engine. while Accesss is you 4 Cyl and MSSQL is you 8 Cly.

No catch up needed as it's market isn't Access or MSSQL that it's catching up with.

Would you say Access is catch up if they add store procedures to that?
