Huh?!?
For many operating systems, networking has always been a part of the OS. Unix had been using TCP/IP long before MS and IBM were even bickering over who owned the rights to DOS. So I am not sure what "technical hurdles" you are talking about.

And with these operating systems, there has always been a clear definition between the OS and application level programs. Bolting everything together is a bad idea.
