It would be perfectly possible for the developer of an RDBMS to develop their own data manipulation language.

Ingres (which shares the same roots at Berkeley) as PostgresSQL) originally developed QUEL as an alternative to SQL. Oracle and IBM made SQL a success on the strength of marketing rather than its merits and Ingres had to go along with the trend.

I would suggest you do some background reading on the relational model and you might understand that SQL is a very flawed implementation and is far from being the only possibility.

Perhaps you might like to answer my arguments rather than engaging in abuse?
