Can you say class action lawsuit?
It's like a car manufacturer decided, in order to stop excessive speeding, to limit the maximum speed of their cars to 60mph. (of course, with out letting Joe Consumer know)

Won't the police department be pleasently surprised when they can't use the new ones they just purchased for high speed chases? etc.

The point is, first and foremost, they must tell consumers about the restrictions on use. I think this is where Adobe could get into legal hot water.

Beyond that, it's more of an issue implementation. Surely, stopping criminals from counterfitting money is a laudable goal. However, this needs to be implemented very, very carefully such that legal use of the software is not restricted. This means applying US law for consumers using the product in the US, Canadian law for Canada.. etc. If they were able to do that (and instantly update thresholds when laws change) then the feature could be a useful law enforcement tool. As is, it is a nuisence to legal users of the product, and will not stop counterfitters.
