Waste of time
While I certainly don't countenance counterfeiting or other illegal activity, I seriously doubt that Adobe's steps will do anything to curb it... after all, open-source graphics programs are readily available and even if they weren't; counterfeiters could write their own custom software for the purpose (and either share it or sell it on the black market). The only people this will inconvenience are law-abiding citizens who suddenly find that the "anti-counterfeiting" code has other less desirable characteristics.

I agree that computer-based counterfeiting is a problem, but the only real solutions are old-fashioned police work and making real currency more expensive to produce or imitate. If they had to, governments could even replace some paper money with gold or silver coin, which would certainly inconvenience counterfeiters, though it would also force governments to exercize considerably more fiscal discipline than most have done in the recent past.
