Let's be adults here; only little children name call. I shall explain the how and why for you and other site readers:

Cutting support doesn't force an upgrade in itself. What forces upgrades when MS "support" ends is:

1. The MS approach of dropping Windows Installer support for "unsupported" OSs. Since the Windows Installer is REQUIRED to install software to standards required by MS, it becomes very difficult for mainline software firms to create Windows 98-enabled software. This is in part because post-support the Windows glue files that go with apps become increasingly unavailable in automated installer apps that install applications as a front end to the MS-written and controlled Windows Installer. Example: InstallShield dropped support for Windows 95 on cue from MS because MS dropped many Windows 95 core modules from Windows Installer;
2. Dropping Windows Update means that people cannot do fresh Windows 98 installs after crashes. It means they lose the ability to reinstall Windows for all practical purposes.

Public authorities must therefore monitor this "support" change closely to protect the public from the support process being used slyly to zero out customer investments in Windows 98.

Reasonable durability for software is at least 30 years, as evidenced by COBOL code that was still in use and UPDATED in many cases for Year 2000 issues--30 or more years after being sold!

Why are the public authorities allowing a self-created durability standard that is much lower than the real marketplace has established to be redefined artificially by Microsoft? That is the real question of the day.
