No that's not it
Linux is too labor intensive to get it working properly. They also have to kick it off the assembly line and tag it differently that takes up more time. In other words, it is a custom job at the factory. That is why unleaded gas was more expensive than leaded. It had to be blended with different product to get good octane qualities. Or they are setup for a certain way to do things.
