Oracle JDeveloper of "freely available" under one of those licenses that says you won't use it do develop production code or something like that.

It's the same idea as letting you use their database for free to do development but charging when you go to production.

So JDeveloper isn't really free. But given that I think it's only purpose is to help Oracle sell more expensive software, it wouldn't suprise if they made it open source. It's just not a core product.
