Are you referring to JDeveloper by Oracle, or Borland's JBuilder. I use NetBeans, but had the impression JDev was already available free though not open sourced. Perhaps I'm wrong. Open sourced or not it makes no difference. Count the number of operating systems in use at your lab, network, LAN etc and let me know if it exceeds your toes. As for web applications, toes++. More and more open sourcing sounds more monolithic than contributory.
