employers can hire only those who apply"

One can't apply if they don't even know a job is available. Job
notices tend to circulate word-of-mouth to people who know
other people, which usually is people one likes or lives near,
which tends to be people just like them.

The problem is that no one has foresight. Who knew that 4MB of
screaming RAM would be laughable now? I found an old
magazine in my junk with a headline like that!

What is broken are the aspirations of women and minorities who
either don't know about or think it's not worth it to apply for IT
jobs. Proportions are off. In the US, there are "X" percentage of
workers of an ethnic group, yet a very small percentage of them
in IT. Why aren't there more? What's still wrong in 2005?
