Simple math
If you have a water in the middle of the desert and only 60% of
the thirsty people come to you for water, what happened to the
rest?

5% are disabled or just aren't able to get to you
10% get water on their own
15% don't know you exist
10% want your water but you think the 60% are thirstier because
they come around more often.

That's American hiring practices, in a nutshell.
