What does too few mean?
Has someone somewhere determined what the right number is, and obtained such a high degree of acceptance that no one can reasonably argue?

If so, I missed it.

Is it possible that "too few" is determined on the basis of a belief in what the outcome should be, and that any criticism of actual outcomes has nothing more behind it than the disappointment of a vision of a perfect world?

Sometimes reality is intractable, and it's impossible to blame the actions of individuals. That might not be true in this case, but it has to be the null hypothesis to be disproven.
