I got that from this atricle because its precisely one of the reason why Red Hat wants to rid its ways of Fedora. Give it to an open community to do what they want. Red Hat as a coproration needs to focus its resources on things that will grow the companies line of products that bring in "revenue". That should be pretty obvious, but alas, some live in some idealistic world that free stuff can bolster the survival of a company.

IBM and others provide some things for free as a way to get customers to buy into other lines of products that cost money. Its not rocket science to figure that out. Even Microsoft does that. Hey heres some free tools or utilitites, all part of our bigger product line which you can have for such and such a cost. Red hats Enterprise Linux server is completely seperate from Fedora.
