This is not a necessity-driven economy but a market-driven economy. If the market pushes fart-detecting software, the people buy fart-detecting software.

In this case, the industry was pushing XML for a very long time and every competitor to MSO is adopting it. Realising the potential for lost revenue due to the blatant advantages of XML over proprietory formats --even those "based-on" XML but not compatible with the open standard-- MS has decided to push the wonders of the "New MS XML format that everyone will be using thus allowing them to integrate with other applications."

This translates into Clear English as, "The New MSO file format compatible with what everyone is now using or begining to use in our competitors products so that they will not have to stop using MSO for the advantages offered in XML."
