I am all for openness
Yes there should be a common logical representation of data. However XML is an extremely bad choice for this common logical representation as we already have a superior model.

Modern and open is perfectly possible. Internally anyone can have whatever proprietary format they want but externally everything should conform to a common logical (but not necessarily syntactic) standard.
