Not that I know of. Although one could postulate that it's a
logical extension of other laws. For example, bankruptcy laws
allow siezure of property and assets. During times of national
emergency, the government can commandeer all sorts of private
industry property, and the prospect of seeing the IT
infrastructure of an entire continent fall apart would certainly be
considered an emergency.

That's also a great question. Seems to me like it's a giant game
of "chicken". I have a feeling the US gov't would rather not have
to face off with the EU like this and would do their best to find a
solution. Otherwise, what would there be in place to stop every
single European company from violating US law repeatedly?
