"force greater compliance with international norms".. WHAT?
The DMCA is NOT the international norm. So far, only the United States is behind it. There is stiff resistance from the rest of the world to adopt such provisions-- including from Euripe, and many other signatories of the Berne treaties.

In fact, many, if not most of the countries in the world would never harm its own citizens with DMCA-like laws. Except that they are helpless to resist US economic might, that is.

All it would take to break down the IP regime is for several big countries (like Russia and China) to decide not to follow the DMCA and have entirely different views regarding copyright. (Remember that China is responsible for so much of the "cheap stuff" we buy here.) Perhaps those in the US should be reminded of how our domestic literary, music, and movie industries were started by STEALING existing ideas at the time.
