MS being stupid
This is a good example (not that we needed more) of MS being stupid.

Of COURSE it should launch in the user's selected default browser. That's the point of allowing someone to select a default browser. This can't be hard to change; why the HECK would they fight it? What is the possible gain to them?

The article did say the user was first linked to an MS site, so they may be using something non-standard there that would require IE, but it is more likely it has something to do with MONEY and how they get paid to link people to the shopping site.
