A standard is only a standard if supported...

...and if MS doesn't support this, this particular standard will likely die a quick death. Most companies would find it hard to make a strong business case requiring MS to comply with it. It would also have to be supported by Adobe and Quark.

However, if someone develops an open source conversion tool that easily transforms MS XML to the standard, it has a chance. But it wold have to become as common as, let's say, Acrobat Reader to have any impact.
