Sir Tim modestly calls his invention "just another program". Certainly there was prior art, certainly it is built on top of stacks of other technology (the internet) but Tim put the bits together and created the web. There was certainly no World Wide Web before Sir Tim's program.

The Brits refer to him as "father of the internet", perhaps a better characterisation than "inventor".
