Japan has failed once
At the end of last century, Japan had been secretly developing its own Internet technology but failed due to the incompatibility. Now it comes back with IPv6, which is already there but ignored to some extent. I won't assert that JCK's effort is bound to lose but it has little chance to succeed as it is a local area procotol all the way. The same is true as to JCK's joint development of Linux.
