I know for a fact there have been, because I've been involved in developing several .NET based applications for my own company. They are commercial in the sense that they are mission critical applications for us.

We don't sell retail or for-sale applications developed in .NET, however. The CLR is not widely distributed. And that isn't what RAD is especially useful for, IMO.
