IBM control Linux. No, IBM is in hardware and sevice bussiness,
Customer information technology budgets contain both hardware and software costs. By choosing Linux, IBM is lowering IT cost to their customers. And if IBM tweaks Linux to run on its' hardware, then it is a means to an end. Unlike Microsoft, which is primarily a software company. Or Sun whose most profitable customers by buy both hardware and software. IBM does not need to control Linux to succeed with its business model. I assume IBM would not like the bad PR for trying to control Linux.
