And in most cases this will be the OEM software that was
shipped with the computer. This sort of sounds like a gouging
scheme somehow to me.
Traditionally a vast number of these computers have had linux
installed and they've been sent to Africa and so on.

But by far and away most PCs go into landfill. As 1GHz desktops
start at $50 or so on ebay, and 15 million PCs go into landfill in
the US every year, it's hard to see what Eiger will do to that
trend. Certainly old PCs from big corporates will definitely
continue to go into landfill since it is far too expensive for a big
corporation to administer say an ebay sale for such value-less
items. (Office rent for a week would be more than the value of
30 of them).

A brand new 2.4GHz Dell with CRT and Windows XP Home is
something like $250.
I just can't see the economics of EIGER. Who would buy it?
Maybe it will sell well as an upgrade to Win98 machines, if sold
for $10. But for a lot of Win98 machines, this is more than the
PC is worth.
