For a new user that has not used any OS before . . .
Linux does the trick. A new user would need: email, web browser, basic word processor. And, remember, these computers are for low income users that could not otherwise afford a computer, they could not afford even a $100 comercial application like you are talking about. But, even then, even for advanced users like me, I don't need anything else. I have Firefox, Thunderbird, OpenOffice, Dia, GAIM, gcc, vi, Eclipse, GIMP, GThumb, Nautilus, Adobe Acrobat Reader, Flash, ........

Yes, if you are used to all of the comercial applications, that you have been pirating, Linux would be quite a switch, but for new users, not much difference.
