I think it will be.
They intend to get the test kit to be completely compatible with Sun's JRE. It will be difficult, but if anyone can do it, it will be Apache. Also, Apache doesn't want to just reimplement, they want to improve on the arch and such. And even if they do, I am sure they will keep Sun's JRE as the LCD or Java speak: the base class object.

The JVM, isn't too hard when compared to the libraries that Sun provides. Infact, Apache could probably just reimplement all the libraries and that should be good enough. You can use whatever JVM and just the Apache libraries!
