Linux closes on Windows in usability tests

Appearence: According to the ease of use, Linux is told to be as easy as Windows, and i want to know why Windows could have better graphics and view than Linux. Have you tried to change the windows appearence? Can someone change the start button without use hacking programs? Or run programs easily without the root permissions on the systems?
