You hit the nail on the head, only buy it if you need it.
And, 99.9 % of businesses do not need MS Office. Roll out OpenOffice to the masses that are typing memos and do a spread sheet every once in a while. Then buy the best for the power users doing publishing and other high end work. You will have money left over, and you will be able to give the best software to your power users. Make the switch and don't look back.
