Remember the 'ringer test'?
Back in the day, AT&T ruled the telephony world. They owned it _all_ and they put in just any old rule they liked.

One of those rules was to send a short pulse to your house to count the number of telephones you owned, so they can adjust the number of telephone leases you need. Sneaky, huh?

This is where get the term 'Phone Police'. It's just like the 70's all over again!
