Sounds good, slightly off topic, but I wish open *formats* would become mandated in the EU.
For example, see here, its the UK legalisation service:
http://www.fco.gov.uk/servlet/Front?pagename=OpenMarket/Xcelerate/ShowPage&c=Page&cid=1007029391458
To use this service you download a file in MS .DOC format. No other format is given as an option.
The format for .DOC is proprietry to MS. Really it should be an open format, free from any restrictions or licenses.
The data has to be freely available, but if its published in a format that has restrictions, then the data has the same restrictions as the format its published in.
