He is right...
To a certain extent. The supply is dwindling for engineer labor because of many different reasons. Wages for business related disciplines remain much more attractive when you compare the schooling required vs. the wage return. Engineering is tough and rigourous, mainly because most of our high schools sparcely visit engineering cirriculum in high school. Part of the problem is infrastructure, the infrastructure of education, but the other side lies within the government regulation. Should programs like the H1B visa program be restricted, and offshoring be reduced through regulation, we will see a change due to the natural course of economics. That is, wages for engineers will go up, due to a shift in supply of engineer workers. This wage increase will attract American workers to it, and therefore the American worker will demand better educational infrastructure for engineering, programming, and technical fields. This is what has happened in China and India, they stopped focusing on external aid for projects and began training their own. We need to provide the same kind of investments in engineering education, but also protect the labor field as well.
