I agree about setting policy.
When I said second rate apps. I was mostly talking about Star/OpenOffice. The fact it has no colaboration features, very little in the way of automation, and doesn't fit well with the existing paradigm makes them something less than state of the art, or more simply, second rate when compared to the competition.

Should corporations dictate what is and what is not installed? To a point yes, however that also closes the door on new ideas and new ways to gain a competative advantage. Face it, if every company was running these basic apps, installed them all the same way, and controlled every thing about them, there is no difference then between one company and the next. And by default, no competitive advantage over the next guy through the door.

Case in point, I remember very well the first time I seen AutoCad installed on a "corporate PC" blowing the main frame out of the water in both ease of use and speed of work. In fact there are a good number of engineering houses that never would have been able to compete against the big guys if it had not been for AutoCad.
