OK, your reference to the "last 8 years" is obvious: This is all Bush's fault. I have big news for you. Waste of paper by government became an institution long, long ago. Oh yes, it has accelerated over the years with such notable practices as managers and executives who would not read email from a screen, but rather would have their secretaries print each email, to be stacked in their inbasket for their review. Then there were the daily telephone conferences which involved hundreds of participants at dozens of sites. The "handouts" were faxed to each site beginning an hour or so before the conference convened, and usually resulted in most sites not having the material available for timely use during the conference.

Now that it appears that you have discovered this waste, please remember (paraphrasing Everett Dirksen) "A billion here, a billion there .... and pretty soon you're talking real _____"
