Windows Mobile 6.5 supports multitouch, that's confirmed.

Also, the newest WM6.5 build are heavily optimized towards finger use: http://wmpoweruser.com/?p=6672

And HTC has filed a patent for a stylus that can be used with capacitive screens.

So, yes, there will be WM6.5 devices with capacitive screens.
