This sounds suspiciously like the Sprint launch
and as someone who was in retail back then, it was no fun explaining to customers that the unlimited phrase did not apply if they could not connect.

Sprint launched its 'national network' with coverage that makes Swiss cheese look like depleted uranium in terms of density.

Should the availability of the network not be in question, the matter of cost rears its ugly head, and if costs are covered, greed takes over... pretty soon the new great supplier of capacity is no different than the AT&Ts and Verizons.
