Regulate power, not size
They should be regulating the power consumption of TVs, not necessarily their size. Force the companies to make big screen TVs less power hungry and more efficient. Not flat out ban them.

TVs should strive to be Energy Star compliant because I'm sure many of them consume as much as your typical refrigerator.
