Rural IT hubs experiencing new interest?

I wish some of those company's would locate here in ohio

Here is the southeastern part of ohio is poverty land. Majority of the jobs are low paying walmart and fast food etc.. Only decent paying jobs are coal mining and a aluminum plant. With a few others like myself who work in technology however i am not well payed. I get by. So i would be nice for an IBM Dell HP Microsoft to do business here. Taxes are pretty low Cost of living is low. So it would seem to me like a nobrainer.
