Yet another government bureacracy...

The part of government I associate with (defense and homeland security) has been doing misssion analysis, process improvement, technology leveraging, lessons learned, etc, for decades. And I've learned that setting up a program office or other separate group to "spearhead" the transformation is a total waste of agency resources. If you want these characteristics in your agency, you have to make it a part of the agency culture. Through mainstream leadership. Taking charge, asking questions, and prodding the workforce in the desired direction on a sustained basis until the desired change is part of normal operations. An outside group pushing a program is perceived as just another useless mandate on the worker bees.
