It is NOT conjecture.

The United States has never fully acknowledged any loss of Soviet Cosmonauts because of our cold relationship with them in the past and our ongoing attempt to improve our ties. The Soviets only publicized their SUCCESSFUL launches and concealed practically everything about their failures. Remember, they didn't televise every single mission and they didnt have freedom of the press or even gave their news agencies carte blanche access to the launch sites like NASA did.

The amount of accidental deaths that the Soviets concealed when it came to military projects is unknown. It is a very large number, which includes not only aerospace but also marine (massive submarine accidents with huge losses of life) and things like the Chernobyl disaster where at least a hundred thousand troops were deployed without protection to stave off the nuclear meltdown. Even today the Russian government has no idea of the total number of civilian and military people who died in the surrounding area from that accident. Given that coverup, a loss of several dozen cosmonauts we've never heard of would not be unreasonable.
