Best for home users
This solution sounds like it would be best for home or low-end users. That makes it all the more ironic that it may not be available to them.

More powerful users are probably completely ready to deploy Windows 7 running Virtual PC to maintain backwards compatibility with their XP-only applications. True, digging up installation media or download codes is a pain, but most people who have been burned once by such a loss develop a system to prevent it from happening again. In that case, buying new licenses isn't necessary; your old ones will do.

So while I think it's good that it's already in there, I do agree with you that home users shouldn't be excluded in this regard. I think a certain subset of users will still find a full-fledged virtual machine to be a cleaner solution to the problem of backward compatibility.
