that's some random guy telling you what he THINKS you should do. you do NOT have to wait for the battery to die to reboot the phone.

to reboot, hold down the top button until the red slider appears (about 5 seconds). Slide the slider to reboot.

if the slider doesn't appear, hold down the home button and the top button to do a hard reboot.

the battery's charge level is not relevant.

I added a note to the apple support page noting this.
