You're right... but who decides?
I have been using computers since the days of the 286, when I was in school and learning to program. It was still the days of DOS and I had just upgraded to a 386DX-25 with a full 16 MB of memory ( I was a big dog! ). To celebrate, and make my working with DOS easier, I purchased a Northgate Omnikey keyboard, which was, and still is, the finest keyboard extant, IMHO. It features Alps buckling spring keys, and also had function keys to the left [XT style] and another set above [AT style]. It was slightly programmable, but the very best thing about it, other than the buckling spring keys, and 5 lb. weight (metal base), is the unshifted * key, which made getting lists of things on the command line much easier.

With the progress we have with other things, the keyboard has not caught up - in fact, the average keyboard sucks.

It would be nice to see more keyboards that featured F-keys on the left [where they should be] and then some common unshifted characters above - I would think that @ could join the rest that I'd like to see there.

While writing this, it occurs to me that if we used a key setup here in the US, which was using 1 more key [UK], instead of the extended left shift, there would be, for us [US] that extra key available to have the @ proudly atop the cap.
